Abounding Prosperity, Inc. (APInc.) will provide rental and utility assistance to extremely low, very low and low income clients, impacted by COVID-19, through the City of Dallas Rental Assistance Program. In addition to rental assistance, APInc. will provide comprehensive supportive services to improve housing stability and decrease homelessness. Assistance program DOES NOT cover mortgage payments, first month's rent, rental deposits or hotel stays.

ELIGIBILITY

To be eligible to receive funding through the City of Dallas Rental Assistance Program, an applicant must reside in a publicly or privately owned residence in the City of Dallas. The annual gross household income must meet the following guidelines, as defined by the United States Department of Housing and Urban Development (HUD):

Additionally, the household must have been impacted by COVID in any of the following ways: 

   • job/income loss, temporary or permanent
   • reduction in work hours/income
   • increased healthcare or household expenses that attributed to insufficiency of rent payments (i.e. increased child care             expenses due to school closures)
   • unable to find or maintain gainful employment due to COVID-19

   • other evidence of negative impact of COVID-19 

 

Applicants who have previously received rent or utility assistance from the City of Dallas, or any other agency or organization through the CARES Act is ineligible to receive additional funds. 


All households who meet the eligibility requirements are encouraged to apply. However, priority will be given to applicants who are LGBTQ+, single female family led, possess no greater than a high school diplomas, households where English is a Second Language, Black/African American and Latinx populations.



Assistance Coverage
The assistance will be used to pay all or a part of an individual’s rent and/or utilities. Funding may be used to pay arrears, reconnection fees, or late fees. Disbursed amounts will cover up to two (2) months of rental and/or utility payments and up to one (1) month for arrears only, for a maximum of three (3) months. The household is only eligible to receive a maximum of $1500 in assistance per month. Assistance program DOES NOT cover mortgage payments, first month's rent, rental deposits or hotel stays.


Expectations 

Applicants are expected to have a financial plan in place to sustain rent and/or utilities after receipt of assistance. 


Timeline
Please allow up to seven (7) business days for completed applications to be processed. Denied applications will receive a Denial Letter within 48 hours of processing application. If your application is pre-approved, we will contact you within 48 hours of processing your application to schedule a virtual or in person review meeting. Approved applicants will receive an Approval Letter. Applicants will be required to acknowledge receipt of the Approval Letter prior to the check request being completed. Check requests will be completed biweekly on Mondays. All funds will be disbursed directly to the landlord or utility vendor within 14 days of approval.

APPLICATION INFORMATION

Application
The application takes approximately 45 minutes to complete, excluding the time it takes to upload your supporting documents. You must complete the application in one sitting. If you are logged out of the application due to inactivity, you will have to start the application over again.

If you would prefer to complete a paper application, please send an email to housing@aboundingprosperity.org with "Rental Assistance Application" in the subject line and one will be emailed to you. Additionally, you can stop by Da Spot (1705 Martin Luther King Jr Blvd, Suite B Dallas 75215) to pick up an application; Monday through Friday, 9:00am-6:00pm and Saturday, 10:00am - 1:00pm.

Application Documents
If you do not have access to a scanner, please download a free scanner app from your phone’s Application Store. We suggest using Scanner App: PDF Document Scan (Android/Apple) to scan your documents to your phone. Prior to uploading, please make sure all documents are clear and easy to read. Documents must be saved individually in PDF format and named accordingly, LastNameFirstInitial_DocumentName.pdf (ex. DoeJ_PhotoID.pdf).

4. Proof of ALL Income for EVERYONE working in the household over 17 years old (30 days of most recent check stubs, Offer Letter on company letterhead, Texas Workforce Commission documents, child support, alimony, SSI, SSDI, City of Dallas Self Certification Form, etc.). 
5. Proof of COVID impact (job/income loss, reduction in work hours/income, increased healthcare or household expenses, inability to find or maintain employment, etc.

Utility Assistance
1. Photo ID
2. Signed Lease Agreement
3. Most recent Utility Bill(s)
4. Late/Disconnection Notice(s)
5. Proof of ALL Income for EVERYONE working in the household over 17 years old (30 days of most recent check stubs, Offer Letter on company letterhead, Texas Workforce Commission documents, child support, alimony, SSI, SSDI, City of Dallas Self Certification Form, etc.).
