Our Rent & Utility Assistance Program, offered through the HOPWA (Housing Opportunities for Persons with AIDS) initiative, provides critical support to help individuals maintain a safe and healthy living environment.
Program Overview
Our HOPWA program offers a range of housing assistance options tailored to support low-income individuals living with HIV/AIDS who face housing instability. Through this program, we offer both short-term emergency assistance and guidance towards securing long-term, stable housing.
1. Eligibility Requirements
To qualify for assistance through the HOPWA program, applicants must meet the following criteria:
- Medical Condition: Must be living with HIV and/or AIDS.
- Income Level: Must be a low-income individual with a single-person income limit of $57,750.
- Residence Location: Must reside in one of the following counties:
- Collin, Dallas, Denton, Ellis, Hunt, Kaufman, or Rockwall.
- Housing Status: Applicants cannot currently reside in or receive assistance through HUD programs.

3. Types of Housing Assistance Available
Through the HOPWA program, Abounding Prosperity Inc. provides multiple forms of housing assistance to address both immediate and long-term needs. Our services include:
Short-Term Rent, Mortgage, and Utility (STRMU) Assistance
This service offers short-term support for rent, mortgage, and utility payments to households facing a financial crisis due to their HIV health condition or unexpected economic challenges. STRMU assistance helps prevent homelessness by allowing individuals to stay in their current homes during difficult times.Permanent Housing Placement (PHP)
PHP provides support for households transitioning into permanent residences, covering necessary costs such as application fees, deposits, and the first month’s rent. PHP assistance is designed to help individuals and families secure stable, long-term housing.Tenant-Based Rental Assistance (TBRA)
TBRA offers an ongoing rental subsidy that allows eligible households to select a rental unit of their choice in the private housing market. This portable assistance covers the difference between the household’s calculated rent payment and the rent specified in their lease, helping individuals maintain permanent housing. TBRA also supports shared housing arrangements when applicable.
